OP here. I called the worker's comp office in the DC government, and they referred me to a company called NCCI. NCCI provides "assigned risk" coverage, which essentially is available to people who are required to have insurance but are unable to get it from voluntary carriers. You need to get denials from two voluntary carriers in order to apply to NCCI's assigned risk pool, and they said that all I need to do is to call two carriers (e.g., USAA and State Farm) and record the fact that they will not provide worker's comp coverage to me. The NCCI rep said that verbal denials are fine and I don't need a letter or anything more formal. Once I've done that, I can apply to NCCI and they will assign my application to an insurer, which is then required to provide a policy. I got an estimate of about $750 from NCCI, which is consistent with the standalone policy we have been paying for the past couple of years. We really do not want to switch from USAA as we get such great rates and service and have all of our HO, auto and personal property insurance with them, so we probalby will go this route. Just wanted to share with others in the same boat. NCCI's number is 800-622-4123 and you need to ask to speak to someone in the assigned risk group. Thanks and good luck!
