Are you serious? Have you a mom? You must not be because you have no idea what you are even remotely talking about. No 3 year old should be “severely” punished for running into the street. Reprimanded sure but not “severely punished”. This is the caregivers job. 3 year old children are not developmentally ready to understand street rules.
