Yeah, you do not live in DC.

Those of that live in DC have to (mostly) play by the rules (i.e. laws) as we have security clearances/polygraphs/jobs that will ask questions about this type of stuff.

Of course you can break the law, some of us do not have that luxury. Good luck.

Or at minimum, kids in schools which would notice the same AP 3 years running!

She will get her student visa denied if they think she might continue working for her old hostfamily (ie. studies in the same city, continues living with them).
Working, getting paid in cash and being found out will get her deported and get her an entry ban. Not worth it.
