You need to speak up and manage her. She probably thinks its fine, because you haven't said anything.
Tell her you want to limit costly outings.
Tell her to pack food.
Tell her any outing over $10 or $20 will require your pre-approval.
Just set the rules you fell comfortable with.

Jesus , it's a cake pop once in a while. That's hardly sufficient evidence to judge someone's nutritional practices.

How do some of you manage to walk with sticks so far up your butts?

My family has a set guideline of how much they want to spend on kids' entertainment each month, and we discuss how to spend that. We include purchases of memberships, enrollment in classes, etc. in the discussion, so I get to help decide whether I'd rather have more cash free to go to random things like Great Zucchini shows or Port Discovery once in a while and then do free stuff every other day or have a consistent Music Together class and a zoo membership. We have a sit down every few months (when enrollment is open for different activities) and I tell them what I'd like and they ask questions and provide feedback.
