If so, this rule was created to keep you on task (and sadly, everyone else has to suffer the consequences).
The problems you describe are unlikely related to water bottles. The punishment does not fit the crime. It might even be counterproductive.
I'm not making this up. I know someone who continuously was reprimanded for not paying attention during meetings where they were tasked as note taker (due to their admin position). This person most certainly was distracted by their drink. Drop the pen. Pick up the drink, sip, hold the drink, etc. Notes were incomplete.
