MAP is a test used by MCPS, whereas MCAP is a test required by the state. I suggest you write your representative if you have issues with it.
MCPS has electronic copies of the MCAP results reports for all students. The district could easily upload the reports to ParentVue. But MCPS doesn’t want parents to know how badly their kids did on the test.
Why should they do all this work for the states bad test again?

I’m not directing any questions to the state. If we’re not getting results I am not spending five days of my kid’s instructional time on these tests. They’re welcome to come for me with whatever enforcement mechanism they have for this.
I think they will just make your kid take the test when they do show up.
My kid knows how to say no.
Your kid can refuse to put effort in and I guess get a zero, but kid will at least need to sit there too rnthe required period of time and do nothing.
