If they are purchased by the federal government, there is a Buy American preference, with exceptions if a foreign-made product is higher quality or equivalent quality at lower price (after shipping costs, tariffs, etc.). It’s better to get the best stuff than to go cheap or lesser quality. If Texas had wind turbines from Denmark or Scotland they wouldn’t freeze, for example.
