As a pp stated, ONLY those found Eligble for LL4 center placement, who turn it down AND who's base school does not offer LL4, are automatically given level 3 services.
If your child is found ineligible for aap in the first go around, you must apply for LL3 services to be considered, even if you plan to appeal.
My friend was told by the AART that level III is referred by the classroom teacher and through students who are already in pull-out for 1st and/or 2nd grade. Our daughter has been in pull-out since 1st grade and our school told us she would be in level 3 next year. We did not initiate level 3 for her or our son when he was in 2nd grade. It just happened.
