PP, here. After checking Gotsoccer (no game results after 2019) and EDP Spring 2021 schedules, I don't think Washington Capital United has a 2008 boys squad at all. As a Capitol Hill resident with a player formerly in the club, it's disappointing. I hope they can recover.
Jouons has a 2008 boys team in EDP Premier IV (currently U13).

The originals are EOTR - east of the anacostia River and EOTP for east of rock creek west ark- what does east of the Potomac even mean- all of DC and MD is east of the Potomac

This is funny. It's East of the Park (Rock Creek Park). I know this from reading the DC Public Schools forum where it's common lingo. I guess there's not a lot of crossover between the two. I just searched "EOTP" in the DCPS forum and got 9,458 hits.
Unfortunately, there aren't a lot of options. Washington Capital United is "EOTP" on Capitol Hill but I don't think their squad at this age (2008) is very strong. They do have some good coaches, though, and hopefully they'll rebound from the pandemic well. A lot of their practices are at the RFK fields and around Capitol Hill.
DC Jouons is based in Columbia Heights. I don't know much about them. Same with DCYFC. I've seen a practice of theirs "WOTP" but I don't know if they're exclusively there. (I just used there, their, and they're in the same sentence.)
Achilles is just over the park on Military Rd (St. Johns). Their U14 squad would be for a serious player. They play in MLS Next as well as EDP. Depending on where you are, Total Futbol in Hyattsville might be a good option. That's all I can think of.
