Money. Time. In order to get an id you need a birth certificate and other paperwork. Its complex to get a birth certificate and SSN card and not everyone has the money to do so.

How did they get to DC? How do they get a social security check? How do they rent?

Many came to DC in search of educational opportunities for their children. They took the train, the bus, or came with other people by car. Imagine, for example, a SAHM who never drove. Any social security that she has would be based on her husband’s income and SS# . She might still live in the family home — a house that was purchased by her husband. Many people of a certain age were paid in cash and don’t qualify for social security benefits which, originally were deliberately crafted to leave out jobs that were disproportionately held by Black people.

Maybe go read up on the Great Migration.

The Great Migration was 100 years ago. There is no one collecting social security based on their husband who doesn't have their own SS#. Sorry... even in the 30s when Social Security was created and your point was actually true, the government made all sorts of accommodations... you could bring in a church document, you could bring in your mom or a sibling or a friend to verify your birth. They swore an affidavit and they gave you a SS#. We now fall over ourselves to accept documents from every country in the world. There is no one who can't get an ID if they want one.

Are there homeless and mentally ill people who have lost the card, sure? But even most of them receive SSI, so yes, someone is holding their paperwork.

I would conservatively estimate that probably 75% of AA people over 50 years old lack any form of govt ID at all. It just wasn’t done before the 70’s. And they’ve grown up and lived their whole lives without ever driving or traveling, or being able to get a job. You people live very sheltered lives, and have no idea what life is like in the AA community.

Thousands of old people who never drove, never served in the military, never opened a bank account, never sent a kid to school?

If they ever filed for taxes they have a SSN and could get a social security card from the SSA in ten minutes. Where is this group of thousands?

For a long time no birth certificate was required to obtain a SSN. A very long time. Possibly well into the 50s. I was very surprised to learn that, too. I had to get a delayed birth certificate created in PA for a relative who had no birth certificate. Apparently lots of really old people have this problem and there is a backlog in creating the delayed BCs so people can get Real IDs.

Many people who never had money or need to buy a car in the city. Many don't even do their taxes, have lost their SS card or never got one. My ex is one of those people. The minute we did our taxes together, my refund was taken to cover his student loans. He also stopped paying for a dental bill, had lost his divorce decree and now lots DC's birth certificate.
I had to start from the beginning- don't remember but we somehow were able to renew his driver's license that had been expired for years. He drove with expired license at times. Too lazy to get the paperwork taken care off. Busy smoking pot.
His ex-wife was nice enough to mail the divorce decree and had to order 4 new birth certificates since he loses 2 in 10 years. He just doesn't care. Doesn't even leave his house. I have him on 360 and 1 block walk for him is traveling.
I remember a friend' saying year ago that there are many people in DC who haven't even left their city block (that was Columbia Heights/ Georgia avenue). I believe it now.

Tons. A decent portion of the homeless and mentally ill population have difficulty obtaining and keeping their identification documents.

Not talking about immigrants. I am talking about DC residents who are US citizens. Immigrants have ID, they simply have fear of showing it.

I am talking about US Citizens who are DC residents. Do you really think thousands of DC residents do not have ID?

It almost sounds lit one of those made up stats like the number of people dying every second from smoking? Scary, but not true.

I just wonder if there are really people out there with no ID.

So they don’t claim Social Security and Medicare? Sure.

Is this really a thing? Are there DC residents that do not have any sort of ID card and simply could not get one if given six months? I am not talking about US Citizenship, just some form of legal ID from any state or Federal. Any form of legal ID. Is this a real issue or some sort of strawman? If you were to make an educated guess, how many DC residents have no form of identification? (Let's assume 700,000 residents).
