I think it's a joke. My undergraduate institution - Marquette in Milwaukee - is listed as one that will "thrive." Yet, they are potentially laying off up to 300 employees due to 45 million budget shortfall and enrollment declines? I don't think this guy has any idea what he's talking about.

The guy who put that together doesn't have a good reputation.

I think a lot of smaller rural colleges will do better than expected, if they can keep their students careful and using good Covid behavior.
