Janice it is unbelievable (but actually not) how ignorant you are about large public system budgets, yet you constantly post about it. MCPS does not operate like someone managing their personal checking account where you decide not to buy one thing and suddenly have money for something else. School system budgets are broken into specific categories with specific uses. Money allocated for operational materials or outreach items cannot just be shifted over to classroom supply budgets because someone on the internet thinks it would be a better use. Same with CIP money that cannot be used for the Operating budget funds, yet you still have not learned the difference.
And the suggestion to “just use plastic bags” is especially ironic considering Montgomery County banned plastic bags years ago. That policy has been in place long enough that most residents are aware of it. The more you post the dumber you make yourself look.
