I think the idea is that you get really quick results, so you feel encouraged to continue and don't have to keep depriving yourself for ages. Ultimately, when you reach your target weight, you do the 800-calories-a-day thing just a few times a week. The doctor behind this argues that the cautions about restrictive dieting weren't ever really true. I have no idea what doctors think about this.
As for walking 30-50k steps a day, either that poster doesn't have a job, or I agree they're lying.
