No, definitely not. Ads are customized to the user so different users get different ads. I have not seen ads which have this behavior and, therefore, can't do much about them. But, if you would like to help troubleshoot the issue, there are some instructions here:

Also, if you could provide a screenshot, the name of the advertiser of the ad, and a click-trough URL, that would be helpful.

Hi! Are the ads in the sidebar now supposed to cover some of the text of the posts? This is happening on my iPad. Very frustrating.
