When you have mobs of people destroying property and breaking into stores, it is not safe for the cops to make arrests on the spot. The police are not going to unnecessarily risk their own safety to make arrests when people are destroying property. They will likely attempt to identify those who caused property damage after the fact and make arrests at that point. [/quote]
