Kid grows up without a dad, lacks supervision, gets in with the wrong crowd, looking for a sense of belonging. Gets into small theft and selling drugs like his friends. Gets more daring. Commits bigger crimes, sells harder drugs. Gets caught. Gets slammed with a felony conviction at age 18. Serves some jail time. Gets hardened in prison. No rehabilitation offered. With a felony, can't find a job, can't get on welfare...goes back to crime. This issue really needs to be addressed by our society if we are ever going to break the cycle.[/quote] Know what drastically cuts recidivism rates? -the original Project Exile, created by Tim Kaine when he was mayor of Richmond. But the key provision was: -incarcerate the offender AT LEAST 50 miles from their home. Suddenly, the offenders are not sharing a cell block with people they know from their own neighborhood. Suddenly, they don't get weekly visits from their mommas or their babies mommas. Suddenly prison seems a lot more like punishment. THEN they realize that they no longer want to victimize innocent people once they are released- because they don't want to go back to prison.[/quote]
