Ever thought about what "underage" really means?

The drinking age was any age for thousands of years. Then the Temperance Movement started in the early 1900s, and raised it to 12 in many countries. Then it was raised again to 18 where it stayed until recent times, then in the 1980s powerful lobbyist groups led by Reagan and that MADD bunch got it raised to 21 nationwide eventually.
