[/quote] You'd have to FOIA the documents from OPM FOIA. Then on day 20, sue for non response. OPM will lose and they'll have to pay your court fees. If they no longer have the records, add that to the lawsuit. No, you can't sue federal employees (not sure that Musk counts as an SGE). The Department becomes named in the lawsuit. Lots and lots of NGOs fund themselves through FOIA lawsuits. FOIA is impossible to do in 20 days, so the Departments always lose. It's become very expensive across the entire government. [/quote]
