Clearly an attack on Pearl Harbor would result in a declaration of war against Japan, but it would not necessarily precipitate such a declaration against Germany and Italy. The U.S. did not declared war against Germany until three days later and until after Germany had first declared war on the U.S. The U.S. declaration of war against Germany was not made in retaliation for Pearl Harbor, it was passed in retaliation for Germany's declaration of war against the U.S. Secondly, there is no evidence whatsoever that FDR had advanced warning that the attack was imminent. Japan was at war in Asia, they had aspirations for empire, they were xenophobic, and angry as hell at the U.S. for creating an oil embargo against them so the U.S. high command should have anticipated all possibilities including an attack on Pearl Harbor, but unfortunately the overwhelming sentiment in the U.S was to remain military isolationists. There were many logistical and strategic reasons like geographic distant as well as the specific location and shallow depth of the harbor which made and attack on Pearl seem unlikely at that moment in time. They FDR Administration may have been guilty of negligence because they were not prepared for every contingency, but they definitely were not guilty of treason.[/quote]
