As someone who lived in Central Europe for years (for work, not European), it is not a lie. A lot of younger Polish men do this, for example. Also, I don't ever remember seeing a European woman under the age of about 45 with unshaven legs. This includes UK, Germany, Poland, and France. I lived in each for several years. Maybe in previous generations it was common for women not to shave, but that was certainly not the case for the years I lived there. Now I live in a different region of the world, and no unshaven legs here either. I think it is nearly universal now.
Funny, I grew up in California and I remember my best friend's (American) mom trying to convince us not to shave with "It's very European to let the hair grow." Didn't work on us. My high school boyfriend became a professsional soccer player in Germany after graduation and told me that's how they would identify the models at clubs and beaches -- shaved legs and armpits. Don't know if it was true -- he was kind of an idiot. But I think in the early 90s it was likely more common not to shave in some European countries. We were in France for an extended time in 2021-2022 and spent a ton of time on the beach -- didn't see many hair armpits on women but didn't get close enough to see their legs...
