Also, I don't ever remember seeing a European woman under the age of about 45 with unshaven legs. This includes UK, Germany, Poland, and France. I lived in each for several years.
Maybe in previous generations it was common for women not to shave, but that was certainly not the case for the years I lived there.
Now I live in a different region of the world, and no unshaven legs here either. I think it is nearly universal now.

After I saw this question I started thinking about all of her friends and I don’t remember any of them talking about shaving. Maybe some do but it certainly isn’t a thing for girls to do or talk about in high school

Let me guess - you have a very narrow friend group, not diverse. Certainly no LGBT representation. (specifically L or B)
We are friends with two married lesbian couples as well as a bi woman who is married to a man. All shave. Two of the lesbian wives - not sure about the armpits, but they wear shorts without hairy legs.

Same! Daughter spent her summer in Europe and didn’t see any girls/women who haven’t shaved. In fact, many boys trim their underarms as well.

DD was a bit shocked at how much hair stuck out from the other girl’s bikini bottom. And the other girls unshaven pits were also a bit much at the pool.
DD is definitely sticking to shaving, or at least trimming, sensitive areas.
