Yes.  The reason being there is nothing in the by-laws of US Soccer (I did actually check, I would encourage others to as well) that would require or even encourage the NWSL to affiliate purely with the girls academy.

If you are NWSL executives, and you are looking at the landscape without handcuffs (which are only perceived ones, at least currently) what choice do you make?  The established dominant power league which contains the much higher % of talent and top level clubs, but also includes a crucial key piece, volume.  The ECNL (including the Regional League) dwarfs the GA in terms of number of participating players & crucially future fans/ticket holders).[/quote]
