Yes. The reason being there is nothing in the by-laws of US Soccer (I did actually check, I would encourage others to as well) that would require or even encourage the NWSL to affiliate purely with the girls academy.
If you are NWSL executives, and you are looking at the landscape without handcuffs (which are only perceived ones, at least currently) what choice do you make? The established dominant power league which contains the much higher % of talent and top level clubs, but also includes a crucial key piece, volume. The ECNL (including the Regional League) dwarfs the GA in terms of number of participating players & crucially future fans/ticket holders).

On the flip side, with how big of a deal GA is making this out to be (whether it is or isn't is almost irrelevant for this convo), and big clubs STILL move from GA to ECNL, it surely has a bigger impact than it may have before?
Time will tell if teams actually flip though, I have not heard a single thing from the clubs mentioned (confirmation or denial to be fair) so they are being tight-lipped, all the rumors seem to be coming from random people on Twitter and ECNL clubs. Not sure what that means, but seems to be the case. It is impossible to tell until there are announcements, maybe the GA will make a statement by announcing next years member clubs and these rumored clubs are included?
