Because that is their job.  If they won't put in any basic effort then why even have them?

This one isn't even a dangerous situation.  Are they going to get a paper cut filling out the paperwork?  There's video of a specific time and place along with a GPS tracked scooter.  The combined damage is in the thousands.  At the very least they should be interested in figuring out the puzzle.
