Because that is their job. If they won't put in any basic effort then why even have them?
This one isn't even a dangerous situation. Are they going to get a paper cut filling out the paperwork? There's video of a specific time and place along with a GPS tracked scooter. The combined damage is in the thousands. At the very least they should be interested in figuring out the puzzle.
Not doing anything about something this brazen, basic and public completely shatters any illusion that the police will do anything about anything.

If it’s a rented electric scooter, can’t we trace who was using it at 2 am on that street?
Chances are it's not legally rented, there are ways to get around that, stolen card, etc.
Even still, that is a useful data point for detectives.
