[/quote] You don't understand how this works. The idea is that the market for petroleum is global. Oil from the SPR is sold on the global market to the highest bidder. The highest bidder for some of it happened to be from China. The existence of additional oil supply in the global market (in principle) lowered the price of oil for everyone. We can argue if it has been a good idea to make SPR oil available to the market at all and, if so, when, but the general idea is that it serves to increase the supply of oil and therefore decrease its price. There would not have been a significant difference if it had been made available only to US bidders, aside from the government (likely) getting a lower price for it, due to having fewer bidders (and, as noted above, limited domestic refining capacity). In reality, none of this has much of an effect on gas prices at the pump.[/quote]
