Nobody has disputed that the door is regularly used by Members of Congress during the week. The sign on the door looks like it is just resting on the crossbar and it is probably removed during the week. Bowman's explanation that in a rush to vote, he got confused and pulled the alarm, expecting it to open the door. A stupid move which even he admits. But, not a nefarious act.
