Also seems to appeal to kids who want a more diverse atmosphere - the top Virginia schools are very white and traditional/preppy. Not judging as I attended a school like that, just observing. Some kids, including my DD, seem to like a more laid back and diverse atmosphere. I think VCU positioning itself to capitalize on kids not getting in to the top tier schools - they are investing a lot in engineering school for example and other STEM.
