Have you seen some of the things people try to pull to avoid being caught in the HOV lanes? Blow up dolls, mannequins, etc.... I would not put it past some women to stuff a pillow up their shirt and claim pregnancy. If you want to drive in the HOV lane alone as a pregnant woman, then some kind of proof is needed that you are pregnant so that some activist doesn't try to file charges against an officer who pulls her over and asks for proof. The Department shall coordinate with all operators of photo-enforcement systems and establish a process to recognize any such woman as two people for determining occupancy in high-occupancy vehicle lanes and HOT lanes. Seems like the proposed system is set up for cheating and unduly complicated and intrusive to boot.
