HOV laws don't state that the "person" has to exist outside the body, and since pro-birth states have deemed the fetus as a living person, why can't pregnant women use HOV lanes?

I have no problem with this. Have you seen some of the things people try to pull to avoid being caught in the HOV lanes? Blow up dolls, mannequins, etc....
I would not put it past some women to stuff a pillow up their shirt and claim pregnancy. If you want to drive in the HOV lane alone as a pregnant woman, then some kind of proof is needed that you are pregnant so that some activist doesn't try to file charges against an officer who pulls her over and asks for proof.
Then why not get a note/proof from her doctor and carry that around in case she gets stopped rather than have to register it with the government. You know, smaller government and all!
