High on their own supply (propaganda) seems the most likely, combined with bad intel about the Ukrainian ability to mount a resistance. Or the people that knew this would be the outcome were not allowed to get that message to Putin. We've all heard that he is isolated and only seeing a few advisors. Maybe no one had the guts to tell him the truth.[/quote]
