Saying “we demand to bargain over this” means they want to extract concessions instead of just letting the mandate be imposed. They are throwing up barriers. And I won’t even get into the question of whether DC is obligated to bargain over the vaccine mandate in the first place. Over in NYC, UFT is in court *as we speak* trying to block the NYC vaccine mandate. Hoped that won’t happen here. [/quote]

There are some procedural issues that could have been negotiated that aren't necessarily barriers -- for example, are teachers and other staff terminated on November 1 if they haven't provided proof of full vaccination? Or is it like NY where teachers who refuse vaccination can take unpaid leave for a year? Negotiating how the mandate is implemented is not necessarily the same as opposing it. [/quote]
