75% of DCPS staff has reported vaccine status. Based on that at least 68% of staff is vaccinated.
Vaccines were available to school staff teaching in person in FEBRUARY last year. They have been available to the general public since May. It is unconscionable that 1) this number is not higher and 2) DCPS does not have any information about 25% of DCPS staff's vax status.

No they aren't. Post the quote.
Saying “we demand to bargain over this” means they want to extract concessions instead of just letting the mandate be imposed. They are throwing up barriers. And I won’t even get into the question of whether DC is obligated to bargain over the vaccine mandate in the first place. Over in NYC, UFT is in court *as we speak* trying to block the NYC vaccine mandate. Hoped that won’t happen here.
There are some procedural issues that could have been negotiated that aren't necessarily barriers -- for example, are teachers and other staff terminated on November 1 if they haven't provided proof of full vaccination? Or is it like NY where teachers who refuse vaccination can take unpaid leave for a year? Negotiating how the mandate is implemented is not necessarily the same as opposing it.

because they have anti-vax members.

Probably yes to both

“We would have hoped a vaccination mandate would be discussed with the WTU in advance, given that changes in working conditions are a mandatory subject of bargaining,” Lyons said in a statement. “We need to get clarity and work this out through bargaining immediately.”

“work this out through bargaining immediately” = WTU will do what it can to hold up the mandate.
LOL. After that kind of twisting you can skip your yoga class today. Since you are unable to provide a quote, you are literally resorting to putting words in the Union's mouth.
