There's also zero evidence of electioneering by providing water and it's very easy to draft a law that permits giving water by people who aren't electioneering (New York's law would pretty clearly allow water distributed by unmarked volunteers). Any states with similar blanket bans like Georgia should repeal them.[/quote]
