OP, you don’t mention where you are located . There are few safe venues in Virginia for a small party for a preschooler. Our 5- year old celebrated at tiny dancers in the Mosaic. The venue is small and clean. Only 4 kids allowed, kids and instructor wear masks. Parents are only allowed to drop off. We invited 3 friends from preschool. In my opinion that kept the bubble closed since kids socialize during the week anyway . The same 4 kids celebrated their birthdays together over the course of few months Other similar venues are Toy nest in falls church and once upon a child in Vienna. I would not feel comfortable with a venue that does not guarantee the event will be private. In our case, we know the families well and we know they keep reasonable precautions in covid times. Meanwhile my neighbors have had all kinds of parties and celebrations in our cul de sac , no masks are ever worn and I do not believe most of the families keep with social distancing outside of the neighborhood. We politely declined each time. never felt safe going to these parties , despite the fact they have all been held outside. Outside does not necessarily mean safer.
