I think race absolutely has to do with who gets the stock letter trying to intimidate them into abandoning “too high” test scores. And I suspect that if ETS does not back down (which I am 100% sure it will in order to avoid being exposed during discovery), we will find out that black people are more likely to be flagged on little to no evidence beyond mere increases in scores that can be explained by hard work.
