[/quote] I think the point is that those who are chronically unemployed in flyover country because they can't find jobs should move to where the jobs are more plentiful, ie WV coal country to, say, ND or even NE, where the current unemployment rate is below the national average. You see, they don't even have to move to the coastal cities. But, it does mean that they have to probably re-train and move.
