Germany, Holland and England have proven you don't have to be South American to be a great soccer player. But, coaches in this area cream in their pants if a "dark" kid shows up. Even my 74-year old mother said as my kid's team beat an all-Hispanic team by a very wide margin, "why did I automatically assume they would be better?"
