This is about whether they want to borrow more money. So without a debt ceiling increase, Dems lose trillions of dollars in spending, whatever the current deficit is. With a debt ceiling increase, Dems get to spend more money, whatever Republicans agree to. Their leverage is Biden can blame them for any problems, as he chooses what programs to spend on to stay within the debt limit.
