I thought it was odd that Russia would make a fuss regarding the CFE.

Most of the document defines and limits the number of conventional weaponry in Europe.  There are really three points in the CFE that could be a concern:
1. "eliminating, as a matter of high priority, the capability for launching surprise attack and for initiating large-scale offensive action in Europe,"
2. Article X, paragraph 2: "Designated permanent storage sites shall contain only facilities appropriate for the storage and maintenance of armaments and equipment (e.g., warehouses, garages, workshops and associated stores as well as other support accommodation).
3. Article X, paragraph 2: "Designated permanent storage sites shall contain only armaments and equipment belonging to the conventional armed forces of a State Party."

1 would be violated if Russia launches a surprise attack on a European nation,
2 would be violated if Russia started storing ammunition, for example, at a school or hospital or church.
3 would be violated if Russia started to disperse nuclear weapons to conventional storage facilities.[/quote]
