The police determined the following facts almost immediately:
1. Two people were killed.
2. The driver was illegally drinking alcohol and speeding.
3. They were illegally given alcohol by a parent at a party.

Very soon after, it was discovered that the driver had an established history of illegal drinking and ongoing problems with the law.

And since then, (warning: I shall speculate here, PP) what has happened?
Political maneuvering to drastically reduce or eliminate any consequences for the driver and the parent who gave the alcohol to the underaged drinkers.
