The average number of handcuffs per cop is pretty far outside my area of expertise. I'm saying that it doesn't appear that kids were being arrested prior to the out-of-control officer's arrival on the scene. Prior to that, the kids were being dispersed. [/quote] It is not clear who was first on the scene. They were being handcuffed, which is different than being arrested. Often kids are handcuffed because they are stupid, they will try to leave or move their hands in a way that threatens the officer. Officers are instructed to handcuff them and say, "you are not under arrest, I am handcuffing you for your safety and mine. Not that [b]this [/b]party had drugs and alcohol, but often teens do have drugs and alcohol. If police just let them all get in a car and drive away there is a threat to the community, they could kill somebody then everybody will wonder why the cops let the kids drive. Usually, parents are called, names are taken, they are given some sort of citation and asked to appear in court and do classes if there are drug and alcohol involved or community service (like Teen court).
