When there is a Democrat President and Republicans in Congress cause a shutdown demanding cuts, the Democrat says give me what I want or I will close the parks and museums and let everyone know how Republicans are ruining your vacation, maybe stopping you from getting Social Security. The Republicans state their demands and cave a few weeks later. Here, the Democrats make demands to avoid a shutdown, and the Republican President says if you don't give me what I want, I will do more cuts, getting more of what I want. The Democrats do not have leverage, but can't help themselves.
They do have leverage, you just don't understand it yet. If Trump follows through, Republicans are going to have a hard time getting elected for a long time.
That's the leverage? Trump isn't running for office again. Vought isn't running. Meanwhile tens of billions in spending cut, hundreds of thousands of Democrats fired.
The leverage is that the American people actually support what the Democrats propose. Which is why the GOP is reduced to repeatedly lying that Dems want ACA coverage for illegal immigrants.
That gives them a boost for later, like when Republicans shut down demanding a repeal of Obamacare. People remembered as they were kicked off their healthcare. But there is still no leverage to win their demands. Republicans can always pass what Democrats want later, if it is such a damaging thing. Meanwhile, as Democrats keep things shut down, Trump makes permanent changes to the government.
