Rules say no filibuster of budget bills. For some reason that doesn't apply to this CR, probably because they had a budget bill in May. Next year they start all over and no filibuster allowed.

Why are the Republicans only kicking the can down the road for 7 weeks with their CR? Does anyone actually believe they are going to pass a bonafide set of appropriations bills? I don't.

So then what? Another CR and shutdown battle after 7 weeks?

What is so magic about 7 weeks to the Republicans?
Nine out of 12 bills have passed out of committee in the House.

That said, the more likely answer is the few budget hawks balk at doing continuing resolutions and want spending cuts. They sell them on voting for the current bill as a short term measure, and they will do the appropriations bills process the next time. Then repeat. This has been happening for 17 years.

The leverage is that the American people actually support what the Democrats propose. Which is why the GOP is reduced to repeatedly lying that Dems want ACA coverage for illegal immigrants.

He's going to get sued over any big cuts, and will have to bring a lot of it back.

Supreme Court keeps allowing the cuts to go forward. Lawsuits don’t matter.
