Cost of living is something like 42% higher than the national average (and much higher still in urban areas) and prospects of home ownership are terrible for younger people. All the ROI studies do not take cost of living into account. I believe if they did, the UC schools would not look that great. Beyond that, I don't think the quality of undergraduate education is that good. The student-faculty ratios are not that good and faculty prioritize research and graduate students over undergraduates.
