Apparently no one has the removal order.  The government said in court they didn't have one.
The judge put in his opinion that obviously there is a removal order, it is implied by the withholding of removal order.

Perhaps his lawyer requested an anticipatory withholding of removal.  When he was detained for purposes of removal proceedings, he requested release on bond, was denied in 2019, he appealed, denied again in 2019, I think Dec 2019. That's odd - I only saw denial of release on bond orders from 2019.
