Adding grade in school makes this so much easier to understand.

Because if you don't have 7/31 then you will have a single tryout with 500 kids ranging from 8 year olds to 18. Might be harder for the club to manage? I can see the conflict.

Head coach: that 8 year old seems like he's got a lot of potential, we should put him on our top u19 team. 
Assistant: don't you think he's too small and this could be dangerous? 
Head coach: don't be silly, remember, the 7/31 lower bound is useless and isn't needed
Assistant: makes sense, should we put that sophomore in our u9 team? I think he will crush it
Head coach: there you go being silly again, the 8/1 upper bound is needed, it's just the 7/31 lower bound is not needed
