Leagues and clubs don't force kids up and grades aren't in the rules. That's your thing to bulldoze for your DD. You aren't doing your DD a favor by trying to protect her from competition, she will have to overcome obstacles without you removing all of them. FYI, the lower bound on tires is needed for safety just like the 12 month window. See Colorado Rapids about safety over 12 months in an age group. You are in the denial phase.
