This was US Soccers mistake with SY. They went back to the way things were with SY pre 2017. But they didnt take the time to review if pre 2017 SY was the best way to move forward. 8/1-7/31 or even 1/1-12/31 are both confusing because 7/31 and 12/31 are being added when they dont technically exist because players can play up.

Leagues and clubs don't force kids up and grades aren't in the rules. That's your thing to bulldoze for your DD. You aren't doing your DD a favor by trying to protect her from competition, she will have to overcome obstacles without you removing all of them.

FYI, the lower bound on tires is needed for safety just like the 12 month window. See Colorado Rapids about safety over 12 months in an age group.
