Because hold backs are a year older than everyone else in their grade they will need to play on the team that their age allows. What this usually means is they will need to play on the grade team thats above them in school.
When players get to be a junior in HS club soccer creates a u18/u19 grouping which allows hold backs to play on the team thats their grade in school.
Why not play them on grade? If you are going to force Aug player to play up, why not force July holdbacks to play down?
Wouldn't u18/u19 be too late for recruiting? Are these July players doomed in terms of recruiting?
What about an Aug kid who went to school on time but is on an advanced track, where in the future could graduate a year early. Should they play up 2 age groups to match their advanced status in school?

Need? BY is 2 grades, works. And college coaches said they don't care about your age group. This was US Soccers mistake with SY. They went back to the way things were with SY pre 2017. But they didnt take the time to review if pre 2017 SY was the best way to move forward. 8/1-7/31 or even 1/1-12/31 are both confusing because 7/31 and 12/31 are being added when they dont technically exist because players can play up.
An equivalent to this is you dont fill your tire with air between 45 and 20 psi. The 20 lower bound isnt needed. Manufacturers would just say under 45 psi for the tire or max 45 psi.
