Rules allow for clubs to do whatever they want with Aug birthdays. The rule is 8/1 and younger can play on X team. The whole concept of a 12 month eligibility window doesnt apply because players are allowed to play up. This is where people are getting stuck. US Soccer shouldn't have said SY= 8/1-7/31 when in actuality SY=8/1 and younger is the grouping. The 7/31 bound doesnt exist if players can play up.
